Hon. Clifton Grima is Malta’s Minister for Justice, Research and Innovation. A lawyer by profession, he graduated as a Doctor of Laws from the University of Malta in 2010 and was first elected to the House of Representatives in 2016, where he has served continuously since.
Following the 2017 General Election, Hon. Grima was appointed Parliamentary Secretary for Youth, Sport and Voluntary Organisations. In 2021, he was appointed Minister for Education and Sport, later assuming responsibility for Education, Sport, Youth, Research and Innovation. In 2026, he was entrusted with the portfolio of Justice, Research and Innovation.
Throughout his ministerial career, Hon. Grima has led reforms across several sectors. He has overseen initiatives to modernise Malta’s education system, strengthen research and innovation, and promote collaboration between government, academia and industry. In sport, he introduced reforms to strengthen governance, integrity and accountability, oversaw unprecedented investment in sports infrastructure, and supported policies that contributed to strong performances by Maltese athletes across a range of international competitions, while helping position Malta as a destination for major sporting events.
As Minister for Justice, Research and Innovation, Hon. Grima is committed to strengthening Malta’s justice system through reforms that enhance efficiency, accessibility and the rule of law, while promoting research and innovation as key drivers of economic growth and national development.
