Forum for Public Authorities

When amending the Consumer Affairs Act in 2011, Government also considered how collaboration could be improved between the various Public Authorities for the benefit of consumers. Consequently, it was felt opportune to assign a new but very important function to the Consumer Affairs Council. This new function was assigned to the Council under Article 5 (d) of the legislation and provides that the Council is:

 
“to act as a forum for bringing together those public authorities which in the exercise of their functions deal with situations of conflict between traders' and consumers’ interests or have the responsibility to safeguard the interests of consumers, with a view to establishing a closer relationship of co-operation among the said public authorities in furthering the welfare of consumers”
 
As a result of this new function, the Council proceeded to identify those Authorities which in the exercise of their functions deal with situations of conflict between traders' and consumers’ interests or have the responsibility to safeguard the interests of consumers. The following Authorities were invited and accepted to form part of the Forum of Public Authorities (FPA):
 
Broadcasting Authority
Malta Communications Authority
Malta Competition and Consumer Affairs Authority
Malta Environment and Planning Authority
Malta Financial Services Authority
Malta Gaming Authority
Malta Resources Authority
Malta Tourism Authority
Medicines Authority
Transport Malta
 
 
The first forum meeting was held on 24th October 2011 and further meetings have been held since. During these meetings each Authority has explained its role and functions in detail and how these affect the consumer and have also identified those authorities with which they presently collaborate. It is expected that during the next meetings, the forum will identify how such collaboration can be better improved and start implementing these improvements which will go a long way towards furthering the welfare of consumers. The forum will also study the possibility of carrying out joint educational campaigns addressed at consumers. Consumers will thus be better informed about the responsibilities of the various authorities and the best way to seek advice or lodge complaints with such authorities regarding any particular issue.
